رحلة المستشار أحمد رشاد قدافي ... مسيرة عطاء تتجاوز الحدود بين منصة القضاء وساحة الابداع...

 

 في قلب أروقة العدالة المصرية، حيث يلتقي القانون بالضمير والإنسانية، تتألق قصة شخصية استثنائية كرّست حياتها لخدمة الحق والعدل. إنه المستشار أحمد رشاد محمد قدافي، الرجل الذي جمع بين الصرامة القضائية ورهَافة الفكر، بين الالتزام بالقانون والعمل المجتمعي والثقافي، وبين الفكر والإبداع والقيادة الحكيمة. من كلية الحقوق بجامعة القاهرة، حيث بدأت شرارة شغفه بالقانون والعدالة، إلى منصات القضاء العليا والمبادرات المجتمعية والثقافية، نسج المستشار أحمد رشاد مسيرة حافلة بالتحديات والإنجازات.

 

انطلقت رحلته الأكاديمية من جامعة القاهرة حيث حصل على ليسانس الحقوق، مكتسبًا قاعدة علمية متينة ومهارات تحليلية دقيقة مكنته من مواجهة أعقد الملفات القضائية وخاصة في مجال الأحوال الشخصية .

 

بدأ المستشار أحمد مسيرته العملية في بداية القرن الحالي، حيث التحق بالنيابة العامة، قبل أن يتدرج في وظائف المحاكم الإبتدائية ويشغل مناصب متعددة في القضاء الابتدائي. تولى رئاسة لجان قضائية مهمة وأثبت خلالها كفاءة عالية في إدارة الملفات الحساسة. ومع تراكم خبراته، ارتقى إلى منصب قاضٍ بمحكمة الاستئناف، وهو المنصب الذي يمثل تتويجًا لمسيرة مهنية طويلة امتدت على مدى ما يقارب ثلاثة عقود من العمل الجاد.

 

لم يكن صعوده مجرد تسلسل وظيفي، بل رحلة متواصلة من الاجتهاد والالتزام، شهدت محطات عديدة للدفاع عن الحقوق وإعلاء قيم العدالة. وتميز أداؤه القضائي بقدرته على الموازنة بين تطبيق القانون بعدالة صارمة وبين الوعي الإنساني بظروف الأطراف، وهو ما أكسبه احترام زملائه في السلك القضائي، وثقة المجتمع المدني.

 

لم يكتفِ بتطبيق القانون وحل النزاعات، بل سعى دائمًا لصقل معرفته وتطوير مهاراته. كان شغفه بالتعلم دافعًا لا يتوقف. فمن الدبلوم المهني في التخطيط الاستراتيجي بمعهد التخطيط القومي، إلى الدورات المتقدمة في أكاديمية ناصر العسكرية العليا حول الدراسات الاستراتيجية وإدارة الأزمات والتفاوض، بنى المستشار أحمد أساسًا قويًا ومتعدد الجوانب.

 

كما أدرك أهمية التخصص، فحرص على الحصول على البرنامج التدريبي في التحكيم الدولي من الأكاديمية العربية للعلوم والتكنولوجيا، وتعمق في الجوانب العملية للقانون من خلال سلسلة الدورات التخصصية في المركز القومي للدراسات القضائية، والتي شملت أحكام الولاية على المال، والأمن المعلوماتي وحماية الأجهزة الإلكترونية الخاصة من الاختراق، وإتيكيت المراسم وأداب التخاطب، وصولًا إلى الدورات التخصصية لأعضاء النيابة العامة والقضاة ورؤساء المحاكم.

 

وأيضًا واكب المستشار أحمد التطور التكنولوجي، فحصل على الدورة التثقيفية في الضمانة والحماية القانونية في ظل التحول الرقمي من المعهد القومي للحوكمة. ولم يغفل أهمية التنمية البشرية وإعداد القادة وإدارة الأزمات، حيث شارك في برامج تدريبية متقدمة في هذا المجال.

 

إلى جانب مسيرته القضائية، لعب المستشار أحمد أدوارًا بارزة في خدمة المجتمع القضائي والقضاة. فقد شغل مواقع قيادية في جمعيات اجتماعية، وأسهم في إطلاق أعمال ومشاريع تنموية هدفت إلى خدمة المجتمع القضائي فمن خلال موقعه كعضو بمجلس إدارة جمعية البناء والإسكان بنادي قضاة الفيوم ثم سكرتيرًا عامًا للجمعية إستطاع رفقة زملائه أن يقيم تقسيم سكني ضخم لإسكان السادة القضاة. كما شارك من خلال موقعه كعضو بمجلس إدارة جمعية العدالة للحج والعمرة في تيسير الرحلات الدينية. وبذلك استطاع أن يجمع بين العمل القضائي الجاد والالتزام المجتمعي النبيل.

 

وتأكيدًا لدوره القيادي، تم تذكيته لأكثر من مرة عضوًا بمجلس إدارة نادي قضاة الفيوم وأمينًا للصندوق، ليكون صوتًا مؤثرًا يمثل زملائه، مما يجعله مثالًا يجمع بين الكفاءة المهنية، والقيادة المجتمعية، والتأثير الفكري، في قصة نجاح ملهمة.

 

وعلى الصعيد الفكري، شارك في مؤتمرات وندوات عدة، أبرزها ندوة الذكاء الاصطناعي بوزارة الاتصالات ووزارة العدل لتدشين مشروع استخدام الذكاء الاصطناعي في قضايا الأسرة، مما يعكس رؤيته المستقبلية لأهمية التكنولوجيا في تسهيل الإجراءات القضائية.

 

وإيمانًا بمكانته وتفوقه، اختارته وزارة العدل المصرية للمشاركة في احتفالية السفارة الفرنسية باليوم العالمي للقانون، كما تم اختياره من بين أفضل الشخصيات تأثيرًا في المجتمع لعام ٢٠٢٣ من قبل المركز العربي للدراسات والتدريب.

 

لم ينحصر عطاء المستشار أحمد في ساحات المحاكم ونادي القضاة والجمعيات الاجتماعية فحسب، بل امتد إلى ميادين الأدب والشعر. حيث انضم إلى اتحاد كتاب مصر، وقد صدر له مؤخرًا كتابه البارز "الوجيز في الطاعة والنشوز"، حيث تناول قضية اجتماعية وقانونية هامة بطرح موضوعي وقانوني سلس، وفي عام ٢٠٢٤ صدر له كتاب "عطر الخالدين من رجال النيابة العامة والقضاء المصري" وهو إنتاج أدبي فريد من نوعه شمل سيرة ذاتية وذاكرة فوتوغرافية لحياة قرابة المائة قاضي.

 

 كما أضاف إلى المكتبة العربية ديوان شعر مميز طالما سُمع صداه في أرجاء الأمسيات الشعرية والصالونات الثقافية وهو ديوان "بوصلة العشاق"، الذي جسد فيه مشاعره الإنسانية ورؤيته الفلسفية للحياة. وما زالت شجرة المعرفة تثمر بالعديد من الأعمال الأدبية والقانونية التي هي تحت المراجعة والطبع. وهذه المؤلفات عكست شخصية القاضي المثقف الذي يوازن بين العقل القانوني والقلب الشاعر، وبين المنطق الصارم والرؤية الإنسانية.

 

لم يمر تفاني المستشار أحمد دون تقدير. حيث حاز على شهادات تقديرية من محاكم المنيا والفيوم وشمال الجيزة الابتدائية للتميز والإنجاز في قضايا الأسرة، مما يعكس كفاءته المهنية وتفوقه القضائي.

 

ولقد تم تكريمه للتميز في مجال شعر الفصحى بشهادة تقديرية من نادي قضاة مصر، تسلمها من الأديب والشاعر الكبير فاروق جويدة، والقاضي الجليل محمد عبد المحسن.

واعترافًا بإسهاماته الفكرية، تم منحه درع نادي قضاة الفيوم عن إصداره لكتاب "عطر الخالدين من رجال النيابة العامة والقضاء المصري".

 

لقد استطاع المستشار أحمد رشاد قدافي أن يقدم نموذجًا فريدًا للقاضي العصري الذي لا يكتفي بتطبيق القانون، بل يسعى إلى خدمة المجتمع وإثراء الفكر.

 

 مسيرته الممتدة منذ أوائل القرن الراهن وحتى اليوم، بما تحمله من إنجازات قضائية ومجتمعية وأدبية، هي شهادة حيّة على أن النجاح ليس محطة نهائية، بل رحلة متواصلة من التعلم والعمل والعطاء. فهو بالفعل نموذج يُحتذى به، ليس للقضاة فحسب، بل لكل من يؤمن بأن العدالة والإبداع والمعرفة أجنحة تحلق بالإنسان نحو مستقبل أفضل. رحلته تؤكد أن النجاح الحقيقي هو مزيج من المعرفة المتجددة، والشغف الذي لا يهدأ، والتميز الذي يترك أثرًا.

At the heart of the Egyptian halls of justice, where law meets conscience and humanity, shines the story of an exceptional individual who dedicated his life to serving truth and justice. He is Counselor Ahmed Rashad Mohamed kaddafy, a man who combined judicial rigor with a delicate intellect, legal commitment with social and cultural work, and wisdom with creativity and wise leadership. From the Faculty of Law at Cairo University, where the spark of his passion for law and justice began, to the highest judicial platforms and social and cultural initiatives, Counselor Ahmed Rashad has woven a journey full of challenges and achievements.

 

His academic journey began at Cairo University, where he earned a Bachelor of Law, acquiring a solid scientific foundation and precise analytical skills that enabled him to handle the most complex judicial cases, especially in the field of personal status.

 

Counselor Ahmed began his professional career at the beginning of the current century, where he joined the Public Prosecution, before progressing through the ranks of the primary courts and holding multiple positions in the primary judiciary. He chaired important judicial committees, during which he demonstrated high efficiency in managing sensitive cases. With his accumulated experience, he was promoted to the position of a judge at the Court of Appeals, a position that represents the culmination of a long professional career that has spanned nearly three decades of hard work.

 

His ascent was not merely a career progression, but a continuous journey of diligence and commitment, which witnessed numerous stations in defending rights and upholding the values of justice. His judicial performance was distinguished by his ability to balance the application of the law with strict justice and a human awareness of the parties' circumstances, which earned him the respect of his colleagues in the judiciary and the trust of civil society.

 

He was not content with merely applying the law and resolving disputes; he always sought to refine his knowledge and develop his skills. His passion for learning was an unending drive. From a professional diploma in strategic planning at the National Planning Institute to advanced courses at Nasser Higher Military Academy on strategic studies, crisis management, and negotiation, Counselor Ahmed built a strong and multifaceted foundation.

 

He also realized the importance of specialization, so he was keen to obtain the training program in international arbitration from the Arab Academy for Science and Technology and delved into the practical aspects of law through a series of specialized courses at the National Center for Judicial Studies, which included the provisions of legal guardianship over property, information security and protection of private electronic devices from hacking, etiquette, ceremonies, and communication manners, all the way to specialized courses for members of the Public Prosecution, judges, and court presidents.

 

Counselor Ahmed also kept pace with technological developments, obtaining a cultural course on legal guarantees and protection in the context of digital transformation from the National Institute for Governance. He did not neglect the importance of human development, leadership preparation, and crisis management, as he participated in advanced training programs in this field.

 

In addition to his judicial career, Counselor Ahmed played prominent roles in serving the judicial community and judges. He held leadership positions in social associations and contributed to launching developmental works and projects aimed at serving the judicial community. 

 

Through his position as a member of the board of directors of the Building and Housing Association at the Fayoum Judges' Club, and then as the association's secretary-general, he, along with his colleagues, was able to establish a huge residential subdivision to house the honorable judges. He also participated, through his position as a member of the board of directors of the Justice Association for Hajj and Umrah, in facilitating religious trips. Thus, he was able to combine serious judicial work with noble social commitment.

 

And in confirmation of his leadership role, he was nominated more than once as a member of the board of directors of the Fayoum Judges' Club and as treasurer, to be an influential voice representing his colleagues, making him an example that combines professional competence, social leadership, and intellectual influence, in an inspiring success story.

 

On the intellectual level, he participated in several conferences and seminars, most notably the artificial intelligence seminar at the Ministry of Communications and the Ministry of Justice to launch the project of using artificial intelligence in family cases, which reflects his future vision for the importance of technology in facilitating judicial procedures.

 

And believing in his status and excellence, the Egyptian Ministry of Justice chose him to participate in the French Embassy's celebration of the International Day of Law, and he was also chosen among the most influential personalities in society for the year 2023 by the Arab Center for Studies and Training.

 

Counselor Ahmed's giving was not limited to courtrooms, the Judges' Club, and social associations only, but extended to the fields of literature and poetry. He joined the Writers Union of Egypt, and his prominent book, "The Brief on Obedience and Disobedience," was recently published, in which he addressed an important social and legal issue with a smooth objective and legal approach. In 2024, his book "The Scent of the Immortals from the Men of the Public Prosecution and the Egyptian Judiciary" was published, which is a unique literary work that included a biography and a photographic memory of the lives of nearly one hundred judges.

 

He also added a distinguished collection of poetry to the Arabic library, whose echo has always been heard in poetic evenings and cultural salons, "The Lovers' Compass," in which he embodied his human feelings and philosophical vision of life. The tree of knowledge continues to bear fruit with many literary and legal works that are under review and printing. These works reflected the personality of the cultured judge who balances a legal mind with a poetic heart, and strict logic with a human vision.

 

Counselor Ahmed's dedication did not go without appreciation. He received certificates of appreciation from the primary courts of Minya, Fayoum, and North Giza for excellence and achievement in family cases, which reflects his professional competence and judicial excellence.

 

And he was honored for excellence in the field of classical poetry with a certificate of appreciation from the Judges' Club of Egypt, which he received from the great writer and poet Farouk Gouida, and the venerable Judge Mohamed Abdel Mohsen.

 

In recognition of his intellectual contributions, he was awarded the Fayoum Judges' Club shield for his publication of the book "The Scent of the Immortals from the Men of the Public Prosecution and the Egyptian Judiciary."

 

Counselor Ahmed Rashad kaddafy has been able to present a unique model of the modern judge who does not just apply the law but seeks to serve society and enrich thought.

 

His journey, which has spanned from the beginning of the current century until today, with its judicial, social, and literary achievements, is a living testimony that success is not a final destination, but a continuous journey of learning, work, and giving.
