 و في عام 2001، صدر قرار رئيس الجمهورية بانتقاله إلى هيئة الرقابة الإدارية، كرس اللواء أبو النصر خلال أكثر من عقدين من الزمن بها حتى عام  2022 جهوده لمكافحة الفساد وحماية المال العام وقد ترقى وكيلاً لهذا الجهاز الهام برتبة لواء عام ٢٠١٦،  حيث تولى خلال خدمته بالهيئة العديد من المناصب القيادية الهامة، كانت كل خطوة يخطوها تعكس التزاما عميقا بمبادئ النزاهة والشفافية. 

في عام 2022، بدأت رحلة جديدة للواء محمد أبو النصر، حمل فيها لقب الأمين العام لجامعة الإسكندرية بدرجة وكيل أول وزارة. كانت هذه الفترة، بمثابة تحد جديد وفرصة لإحداث تأثير ملموس في مؤسسة تعليمية عريقة. كان مراقبا ماليا للجامعة، وأمينا لمجلس جامعة الإسكندرية، ورئيسا لمجلس أمناء كليات الجامعة.

أشرف اللواء أبو النصر على كافة الأعمال الإدارية والمالية بالجامعة، وساهم في تحقيق أهدافها الاستراتيجية. كان له دور فعال في الإشراف على إعداد الموازنة العامة للجامعة، وكان عضوا في لجنة اختيار القيادات بالجامعة، ولجنة الموارد البشرية، والمجلس الأعلى للوحدات ذات الطابع الخاص.

كما كان عضوا نشطا في لجنة متابعة تنفيذ الاستراتيجية الوطنية لمكافحة الفساد، ليؤكد على التزامه المستمر بالقيم التي أمضى حياته المهنية في الدفاع عنها.

كانت هذة المسيرة الحافلة تجسيدا للمؤهلات والمهارات الاستثنائية التي صقلها وعززها اللواء أبو النصر على مدار سنوات طويلة. فبالإضافة إلى بكالوريوس العلوم العسكرية، حصل على ليسانس حقوق من جامعة الإسكندرية عام 2013، مما منحه فهما عميقا للجوانب القانونية والإدارية.

اكتسب اللواء محمد مهارات متعددة ومتكاملة منها القدرة على إدارة مجموعات عمل وفق استراتيجية لتحقيق أهداف محددة، والخبرة العملية في مجال التخطيط للأعمال المؤسسية المتسقة مع سياسات الدولة. 

كما يتمتع بالقدرة على متابعة تنفيذ القوانين والتأكد من فعالية القرارات واللوائح، وتقييم أداء الشركات ووحدات الإدارة المحلية، بالإضافة إلى القدرة على تحديد الأولويات وتنظيم الوقت، واتخاذ القرار المناسب في التوقيت المناسب، والقدرة على التواصل بفعالية، جعلت منه قياديًا استثنائيًا في كل موقع شغله.

في عام 2024، وبينما كان في قمة عطائه كأمين عام لجامعة الإسكندرية، اتخذ قرارا جريئا ومفاجئا وهو الاستقالة للتفرغ التام للعمل الخاص لشغفه الأعمق والأكثر إلهامًا وهو الاستثمار في مجال صناعة السنيما حيث اسس شركته فى هذا المجال تمهيداً لان تصبح اسما يتردد صداه بالتحدى وبالنجاح.

هذا القرار لم يكن مجرد تغيير وظيفي، بل كان إعلانا عن ميلاد جديد لشخصية لطالما احتفظت بحلم الاعمال الحرة والاستثمار والإبداع في كواليس حياتها الصارمة.
