Ibrahim enrolled in the Faculty of Computers and Information at Minya University, where he didn't merely settle for ordinary academic distinction. He was passionate about knowledge, always seeking a deeper understanding of everything related to the world of computing. He proved himself worthy among the elite of his peers, achieving the tenth rank in his graduating class in 2009 with a "Very Good" grade, reflecting his perseverance and diligence. Despite the remarkable success he achieved in the private sector with a prestigious global company like IBM, Ibrahim wasn't satisfied with that alone. He had a greater ambition and a deeper vision: to put his acquired knowledge and experience at the service of his homeland.

 

Thus, in 2012, he made a bold and fateful decision to join the Egyptian Ministry of Finance. He assumed the head of the technical secretariat for the foreign tax refund project, a vital project aimed at simplifying procedures for foreign investors. He then moved on to manage the pioneering e-Invoice project, one of the most important pillars of digital transformation in the Egyptian tax system, which contributed to enhancing transparency and combating tax evasion.

 

His achievements didn't stop there; they also included managing the state's general budget preparation project, a strategic task requiring extreme accuracy and a deep understanding of macroeconomics. Ibrahim Ramadan believed in a firm saying: "True leaders create other leaders." He obtained a Project Management Professional (PMI) certification from the United States, one of the most prestigious project management certifications globally. لذلك، سرعان ما شق طريقه نحو الدراسات العليا، في رحلة بحث دؤوبة عن المعرفة المتخصصة. كان لديه رؤية واضحة لأهمية التكنولوجيا الناشئة، وبخاصة في مجال كان لا يزال حديثا نسبيا في مصر وهو سلاسل الكتل (البلوك تشين).

 

 في عام 2023، حقق إبراهيم إنجازا أكاديميا بارزا بحصوله على درجة الماجستير في علوم الحاسب، متخصصًا في هذا المجال الواعد. وبذلك، سجل اسمه كأول باحث ينجز رسالة ماجستير في سلاسل الكتل على مستوى كليته، ليضع بصمته الأولى في عالم الابتكار، ويفتح الباب أمام أبحاث مستقبلية في هذا التخصص الحيوي. هذا الإنجاز لم يكن مجرد إضافة إلى رصيده الأكاديمي، بل كان مؤشرا مبكرا على قدرته على استشراف المستقبل وتبني التحديات الجديدة.

 

في عام 2010، لم يكن تخرج إبراهيم من إحدى الجامعات المصرية مجرد نهاية لمرحلة دراسية، بل كان إيذانا بانطلاق نجم واعد في سماء التكنولوجيا العالمية. جاءت الفرصة الذهبية عندما اختارته شركة IBM العالمية، عملاق صناعة البرمجيات والتكنولوجيا، للانضمام إلى فريقها في  IBM، عمل إبراهيم كمهندس برمجيات متخصص في نظام  Maximo ، أحد أهم حلول إدارة الأصول المؤسسية. هناك، لم يكتفِ بالتعلم من الخبرات العالمية، بل أثبت نفسه كأحد ألمع العقول البرمجية في الشرق الأوسط. انغمس في بيئة عمل عالمية المستوى، اكتسب خلالها مهارات متقدمة وخبرة عملية لا تقدر بثمن في تطوير البرمجيات وحل المشكلات التقنية المعقدة. هذه التجربة في شركة بحجم IBM كانت بمثابة صقل لمواهبه، وتوسيع لآفاقه، ووضع قدمه على الطريق الصحيح نحو تحقيق طموحاته الكبرى.

 

على الرغم من النجاح الباهر الذي حققه في القطاع الخاص مع شركة عالمية مرموقة مثل  IBM ، إلا أن إبراهيم لم يرض بذلك وحده. كان لديه طموح أكبر ورؤية أعمق وهو أن يضع علمه وخبرته المكتسبة في خدمة وطنه. 

 

وهكذا، في عام 2012، اتخذ قرارا جريئا ومصيريا بالانضمام إلى وزارة المالية المصرية. لم يكن مجرد موظف عادي يبحث عن وظيفة حكومية، بل كان قائدا ومبتكرا يحمل على عاتقه مهمة وطنية سامية وهي قيادة دفة التحول الرقمي في مصر. لقد أدرك أن التكنولوجيا ليست مجرد رفاهية، بل هي أداة أساسية لتحقيق التنمية المستدامة، وتبسيط الإجراءات، وتعزيز الشفافية، وتحسين جودة حياة المواطنين.

 

توالت المسؤوليات الكبرى على عاتق إبراهيم، وكأن كل مهمة جديدة كانت تحديا يؤكد قدراته الاستثنائية وقيادته الفذة. تولى رئاسة الأمانة الفنية لمشروع رد الضريبة للأجانب، وهو مشروع حيوي يهدف إلى تبسيط الإجراءات للمستثمرين الأجانب. ثم انتقل إلى إدارة مشروع الفاتورة الإلكترونية الرائد، وهو أحد أهم ركائز التحول الرقمي في المنظومة الضريبية المصرية، والذي ساهم في تعزيز الشفافية ومكافحة التهرب الضريبي. 

 

لم تتوقف إنجازاته عند هذا الحد، بل شملت أيضا إدارة مشروع إعداد الموازنة العامة للدولة، وهي مهمة استراتيجية تتطلب دقة متناهية وفهمًا عميقًا للاقتصاد الكلي. لقد خاض إبراهيم كل هذه المهام الثقيلة بثقة لا تتزعزع ومهارة فائقة، ليصنع فارقًا حقيقيًا وملموسا في مسيرة التطور الرقمي لوطنه، ويضع مصر على خريطة الدول الرائدة في التحول الرقمي الحكومي.

كما أصبح محاضرا في الأكاديمية الوطنية للتدريب، وهي صرح تعليمي مرموق يهدف إلى تأهيل الكوادر الحكومية الشابة. من خلال هذه الأدوار، صنع إبراهيم أثرا ملموسًا في الأجيال القادمة، وساهم في بناء جيل جديد من القادة والمبتكرين القادرين على استكمال مسيرة التنمية والتطور.
